Constitution
1. TITLE
The club shall be called ‘The Denmead Bowling Club’.
2. OBJECTS
To promote, foster and safeguard the amateur game of Lawn Green Bowls for the pleasure and benefit of Bowlers within the rules of Bowls England also to promote the game of Short Mat Bowls within the rules of the English Short Mat Bowling Association.
3. AFFILIATION
The Club shall be affiliated to Bowls England, Bowls Hampshire, and Portsmouth & District Bowling Association for Men, Portsmouth & District Women’s Bowling Association and the Portsmouth Short Mat Bowling Association. Delegates shall be appointed to attend the meetings of the above listed Associations (except Bowls England).
4. MEMBERSHIP
(a) i. Membership of the Club shall be open to anyone interested in the sport on application regardless of sex, age, disability, ethnicity, nationality, sexual orientation, religion or other beliefs and be available to residents of Denmead and surrounding Parishes within the Winchester District and other areas. However, limitation of membership according to available facilities is allowable on a non discriminatory basis.
ii. The Club may have different classes of membership and subscriptions on a non discriminatory and fair basis. The Club will endeavor to keep subscriptions at levels which will not prevent people joining.
(b) Application for membership shall be made on the appropriate form and forwarded to the Membership Secretary for the Executive Committee’s approval. The applicant will be notified of the decision in writing. The Club Executive Committee may refuse membership only for good cause such as conduct or character likely to bring the Club or sport into disrepute. Appeal against refusal may be made to the members. See also Club Rule 11 – Discipline.
(c) The total membership of the Club, both playing and social membership will be kept under review by the Executive Committee.
(d) All playing members will pay an initial joining fee as soon as they are admitted to the Club.
(e) All playing members will pay an annual subscription by the nominated enrolment date and failure to do so could result in the loss of playing membership.
(f) An administration charge may be imposed on all members for correspondence, newsletters etc. if considered appropriate.
(g) Problems raised relating to membership shall be examined by and decisions made by the Executive Committee.
(h) Honorary Life Members may be appointed on the recommendation of the Executive Committee and ratified by the AGM.
(i) All Founder Members who reach the age of 80 years to be offered Life Membership of Denmead Bowling Club with effect from the year following their 80th birthday.
5. MANAGEMENT
(a) Overall control of all aspects of the operation of the Club will be vested in the
Executive Committee, who will report to and be subject to the Annual General Meeting of the members; It will have powers of co-option but co-opted members will not have voting rights.
(b) The Club Executive Committee may have sub-committees when deemed necessary. Their membership will be nominated from the Club Membership by the Executive.
Committee; they will all report to the Executive Committee.
(c) Any changes/alterations to the Constitution of the Club have to be subject to the approval by the members at an Annual General Meeting or Special General Meeting.
(d) Proposed amendments to the Constitution will be forwarded in writing to the Club Secretary to inform the Executive Committee and then placed before the AGM, or
SGM. Any concerns felt by members should be submitted to the Club Secretary to inform the Executive Committee and then placed before the AGM or SGM.
Any such proposals or concerns shall be submitted 28 days prior to the relevant AGM or SGM.
(e) The Club shall consist of a Men’s, a Women’s and a Short Mat Section, each with provision for Junior members. Each Section will be managed by a Committee, elected by its members, and which will conform to the Rules and Constitution of the Club.
(f) The Officers of the Club shall be:
Executive Committee
Presidents of the Men’s and Women’s Sections: Captains of the Men’s and Women’s Sections: Club Secretary: Club Treasurer: Short Mat Chairperson: Immediate Past Club President. Four members elected at the AGM will act as Maintenance Manager: Membership Secretary: Fixtures Secretary: Social Secretary.
The Club President will be either the Men’s or Women’s President.
The Club Vice-President will be the Section President not acting in the capacity of Club President.
The Club Secretary will be a nominated member.
The Club Treasurer will be a nominated member.
The Club Captain will be either the Men’s or Women’s Captain.
The Fixtures Secretary will be responsible for all Friendly and Touring Side Fixtures.
The Chairperson of the Short Mat Committee will be responsible for advising all matters relating to the Short Mat Section.
Men’s & Women’s Sections
President: Vice-President: Captain: Vice-Captain:
Secretary/County & P&D Representative: Committee Members.
The Almoner, Regalia Officer and HLL Organiser will attend their respective Section Committee meeting only when they or their Section President request their presence. On all other occasions they will submit a report to the Section Committee.
Short Mat Section
Chairperson: Captain: Secretary: Committee Members: Vice-Captain.
Auditors – non Committee members
Two non-Committee members will be elected as Auditors.
6. MEETINGS
(a) The Club AGM will be held in the autumn and Members will be notified of the date and place together with the Agenda and Financial Statement. Items for the Agenda at the AGM must reach the Club Secretary at least 28 days prior to the AGM.
(b) The Club Executive Committee will be elected at the AGM and take up their appointments immediately.
(c) The annual Subscription Fee and the Joining Fee will be decided at the AGM.
(d) Nominations for Officers of the Club/Sections will be closed 14 days prior to the dates given for the AGMs.
(e) 25% of the Members shall form a quorum for all meetings except the Executive Committee which will be 50%.
(f) Executive Committee meetings will be held as and when required and Minutes shall be taken.
7. PROPERTY AND FUNDS
(a) The property and funds of the Club cannot be used for the direct or indirect private benefit of its members other than as reasonably allowed by this Rule. All surplus income or profits are to be re-invested in the Club. No surpluses or assets will be distributed to members or third parties.
(b) The Club may provide sporting and related social facilities, club sporting equipment, coaching, courses, insurance cover, medical treatment, reasonable away-match expenses, post match refreshments and other ordinary benefits of Community Amateur Sports Clubs.
(c) The Club may also in connection with the sports purposes of the Club:
i. Sell and supply food, drink and related sports clothing and equipment.
ii. Employ members (though not for playing) and remunerate them for providing goods and services on fair terms set by the Committee without the person concerned being present.
iii. Pay for reasonable hospitality for visiting teams and guests.
iv. Indemnify the Committee and members acting properly in the course of the running of the Club against any liability incurred in the proper running of the Club (but only to the extent of its assets).
8. DISSOLUTION
If at any General Meeting of the Club a resolution is passed calling for the dissolution of the Club, the Secretary shall immediately convene a Special General Meeting of the Club to be held not less than one month thereafter to discuss and vote on the resolution. If at the SGM the resolution is carried by at least two thirds of the Full Members present at the meeting, the Executive Committee shall thereupon, or at such date as shall have been specified in the resolution, proceed to realise the assets of the Club and discharge all debts and liabilities of the Club.
After discharging all debts and liabilities of the Club, the remaining assets shall not be paid or redistributed among the Full Members of the Club, but shall be given or transferred to some other voluntary organisation having objects similar to those of the Club and which is a registered charity and/or a registered Community Amateur Sports Club.
9. SPECIAL GENERAL MEETING
(a) These may be called at the request of the Executive Committee, Men’s Section Committee, Short Mat Section Committee or the Women’s Section Committee.
(b) By a written request by at least 25% of the members and stating the reason.
10. FINANCE
(a) The Club Treasurer shall receive all monies payable to the Club and pay all expenses incurred on behalf of the Club.
(b) The Club Treasurer shall keep the Executive Committee aware of the Club’s financial standing and seek approval for expenditure outside of normal activities.
(c) The financial year shall end on 30th September and the Club Treasurer will have the Accounts ready for submission to the Auditors and for presentation at the AGM.
(d) The Club Treasurer shall meet at regular intervals with the nominated internal Auditors to ensure there are no financial irregularities.
(e) Cheques up to the value of £250 to be signed by one authorised member and any cheques over this amount to be signed by two authorised members.
(f) Annual subscriptions are due by the 1st October.
11. PROTECTING CHILDREN AND VULNERABLE ADULTS
The Denmead Bowling Club is committed to promoting a safe environment in which children and vulnerable adults can enjoy taking part in the game of Bowls. It will seek to underpin this commitment by appointing a Safe Guarding Officer who will be subject to a Disclosure & Barring Service check via Bowls England and who will be responsible for ensuring that the joint Child Protection Policy and Procedure of the National Governing Bodies is followed.

RULES
1. GENERAL RULE
An up-to-date copy of the Constitution, Rules and Competition Rules, shall be on permanent display in the Clubhouse.
2. INTERPRETATION
The Executive Committee will decide questions of interpretation of the Rules, or any other problem which might arise. New Rules may be introduced after consideration by the Executive Committee and must be placed before the next General Meeting for ratification.
3. TEAM SELECTION
(a) Men’s Friendlies: Captain and Vice-Captain
(b) Women’s Friendlies: Captain and one other member
(c) Mixed Friendlies: Men’s and Women’s Captains and Vice-Captains
(d) League and Cup: As for (c) above; co-opted members if required.
(e) Birdie League Organiser and Team Captains
4. CONTROL OF GREEN
The Club Captain or Vice-Captain, or in their absence, a Committee member will be in charge of all play. He/she will act as arbiter in all cases of dispute. The Grounds man, or in his absence, one of the Officers listed above, has the authority to declare the Green or any of the Rinks ‘unfit for play’. Normal play will be from 10.00 hours daily. An earlier start can only be made with the permission of the Club Captain.
The morning session will end at 13.45 hours. The afternoon session will commence at 14.00 hours. Closing time will be notified as appropriate.
5. CARE OF THE GREEN
Members must take care not to damage the Green. Should any member notice damage being done, a Committee member should be informed immediately so that the necessary action may be taken.
6. ALLOCATION OF RINKS
All League and Cup fixtures will be entered in the diary and listed on the Club notice board.
Rinks will be selected by the Club Captain. Rinks must be booked three days in advance by entry in the appropriate diaries.
Leagues and other competition matches shall have priority over Roll-ups.
Members attending for Roll-ups must enter their names in the appropriate register on a ‘first come’ and recorded basis.
7. NON-MEMBERS
The sponsors, where possible, shall be responsible for ensuring that the newcomer knows the laws of Bowling and is sufficiently competent to participate without receiving coaching instructions. Newcomers should be acquainted with the rudiments of Green Etiquette.
8. JUNIOR MEMBERS
Will be permitted to play when supervised by an adult who is DBS cleared via Bowls England or supervised by their parent(s).
9. VISITORS
A member may introduce playing visitors paying a Guest Fee, subject to priority being given to Members.
10. DRESS
Portsmouth and District Leagues and Competitions
Men: Grey trousers and Club shirt.
Ladies: White trousers/skirt and Club shirt.
Mixed: Grey trousers/skirt and Club shirt.
HLL: Grey trousers/skirt & Club shirt.
Internal Club Matches and Competitions (unless the team Sheet instructs otherwise):
Men: Grey trousers and White shirt.
Ladies: Grey trousers/skirt and White blouse (with collar).
(The above Dress Code applies to Markers in Matches)
Roll-ups: Smart casual
Flat smooth-soled shoes shall be worn at all times on the Green. Shoes may be brown, white or grey. Trainers are not acceptable.
11. DISCIPLINE
The Club has adopted Bowls England Regulation and this will be the basis for handling all disciplinary matters.
12. PUBLIC RINK
One rink will be allocated as being for hire by non-members. That rink shall always be available to them except on the rare occasions it is required by the Club. The conditions and cost relating to the hire is subject to separate instructions.
13. SUGGESTIONS AND COMPLAINTS
A ‘Suggestions and Complaints Book’ is made available and all entries must contain a signature.
14. SECURITY OF THE CLUB
The clubhouse, buildings and gates must be locked when members are not present. Details concerning the opening and closing of the Club are listed as part of the Stewards’ duties.
15. MEMBERSHIP DUTIES
It is a requirement of membership that all members carry out appropriate Stewarding or Catering duties at the Green and Clubhouse as required by the Executive Committee or their nominee. Unreasonable refusal to carry out such duties may result in suspension or loss of membership.
16. ACCIDENT BOOK
The accident book must be completed with full details of any accident on the Club premises.
DENMEAD BOWLING CLUB
CLUB COMPETITION RULES
1. All games to be played in accordance with the rules of Bowls England.
2. The play-by dates will be as stated on the Club Competition Entry Form.
Competition dates for each round will be arranged by the Competitions Committee.
3. The first name will be the Challenger who will make all necessary arrangements for the game. If the Challenger and the Opponent cannot agree to a mutual arrangement, the facts must be reported to the Competition Committee or Organiser. No extensions will be allowed except in exceptional circumstances and then only with the prior approval of the Competition Committee.
4. No member who represents another Club may participate in the Club’s Singles
Outdoor Competition to comply with the Men’s P & D rule 12 and the Ladies P & D
Competition Rule Item 11(i).
5. All Club Competition Finals to be played at weekends to enable working members and other Club members to see them and make a Club event of the game.
6. The respective Presidents to be asked to mark all relevant Men’s and Women’s Finals.
7. All members wishing to take part in the Club Competitions must apply by the
announced date and time.
8. SUBSTITUTES: A player who has not played a round in the Club competitions may be substituted by a player from the original draw, or by entry of a new player who has been agreed to by the Competitions Committee.
9. Any competitor failing to appear within 30 minutes of the agreed time will forfeit his/her right to further participation in the Competition, unless adequate reason is given to the Competition Committee or Organiser within 24 hours of the date and time of the match. The Competitions Committee will then make a decision.
10. All Score Cards must indicate the name of the Competition to which they refer and show the names of the Competitors. All ends must be entered and the card signed by the players and placed in the box provided. Incomplete Score Cards could entail disqualification.
11. PAIRS – if tied, an extra end or ends are to be played to decide the winners. The Skips shall toss to decide who shall play first. The extra end to be played from where the previous end was completed and the mat placed in accordance with Bowls England rules.

Internal Club Matches and Competitions (unless the team Sheet instructs otherwise):
Men: Grey trousers and White shirt.
Ladies: Grey trousers/skirt and White blouse (with collar).

Roll-ups: Smart casual
Flat smooth-soled shoes shall be worn at all times on the Green. Shoes may be brown, white or grey. Trainers are not acceptable.
11. DISCIPLINE
The Club has adopted Bowls England Regulation and this will be the basis for handling all disciplinary matters.
12. PUBLIC RINK
One rink will be allocated as being for hire by non-members. That rink shall always be available to them except on the rare occasions it is required by the Club. The conditions and cost relating to the hire is subject to separate instructions.
13. SUGGESTIONS AND COMPLAINTS
A ‘Suggestions and Complaints Book’ is made available and all entries must contain a signature.
14. SECURITY OF THE CLUB
The clubhouse, buildings and gates must be locked when members are not present. Details concerning the opening and closing of the Club are listed as part of the Stewards’ duties.
15. MEMBERSHIP DUTIES
It is a requirement of membership that all members carry out appropriate Stewarding or Catering duties at the Green and Clubhouse as required by the Executive Committee or their nominee. Unreasonable refusal to carry out such duties may result in suspension or loss of membership.
16. ACCIDENT BOOK
The accident book must be completed with full details of any accident on the Club premises.
DENMEAD BOWLING CLUB
CLUB COMPETITION RULES
1. All games to be played in accordance with the rules of Bowls England.
2. The play-by dates will be as stated on the Club Competition Entry Form.
Competition dates for each round will be arranged by the Competitions Committee.
3. The first name will be the Challenger who will make all necessary arrangements for the game. If the Challenger and the Opponent cannot agree to a mutual arrangement, the facts must be reported to the Competition Committee or Organiser. No extensions will be allowed except in exceptional circumstances and then only with the prior approval of the Competition Committee.
4. No member who represents another Club may participate in the Club’s Singles
Outdoor Competition to comply with the Men’s P & D rule 12 and the Ladies P & D
Competition Rule Item 11(i).
5. All Club Competition Finals to be played at weekends to enable working members and other Club members to see them and make a Club event of the game.
6. The respective Presidents to be asked to mark all relevant Men’s and Women’s Finals.
7. All members wishing to take part in the Club Competitions must apply by the
announced date and time.
8. SUBSTITUTES: A player who has not played a round in the Club competitions may be substituted by a player from the original draw, or by entry of a new player who has been agreed to by the Competitions Committee.
9. Any competitor failing to appear within 30 minutes of the agreed time will forfeit his/her right to further participation in the Competition, unless adequate reason is given to the Competition Committee or Organiser within 24 hours of the date and time of the match. The Competitions Committee will then make a decision.
10. All Score Cards must indicate the name of the Competition to which they refer and show the names of the Competitors. All ends must be entered and the card signed by the players and placed in the box provided. Incomplete Score Cards could entail disqualification.
11. PAIRS – if tied, an extra end or ends are to be played to decide the winners. The Skips shall toss to decide who shall play first. The extra end to be played from where the previous end was completed and the mat placed in accordance with Bowls England rules.
